PPWR starts applying from 12 August 2026: a quick guide to what businesses need to know

Today marks the start of the application of the Packaging and Packaging Waste Regulation (PPWR). While the Regulation's requirements will apply progressively over time, the PPWR will affect all businesses placing packaging on the EU market, including companies established outside the EU.   

What will change? 

As PPWR requirements become applicable over time, manufacturers will be required to demonstrate compliance through conformity assessment procedures before placing packaging on the EU market. 

 Key PPWR milestones 

The requirements that will become applicable over the coming years include: 

  • 12 August 2026: New requirements for substances in packaging, including PFAS limits in food contact packaging
  • 12 February 2028: Requirements for certain compostable packaging formats 
  • 12 August 2028: Harmonised packaging labelling requirements 
  • 12 February 2029: Reusable packaging labelling obligations 
  • 1 January 2030: Requirements on packaging minimisation, recyclability by design, and minimum recycled content targets in plastic packaging 
  • 1 January 2035: Packaging must be recyclable at scale.
  • 1 January 2040: Higher reuse and recycled content targets, as well as new packaging restrictions
