Poland’s draft bill on Packaging and Packaging Waste outlines the future implementation of a state-run model for packaging EPR
Currently under consultation at national level, the draft bill raises several concerns for the packaging value chain:
- Heavy administrative & financial burdens – complex reporting and high costs for operators.
- Threats to recyclability & packaging market access – such a system could undermine progress toward PPWR recyclability-at-scale targets and restrict market access.
- Fee uncertainty – interim and delayed fees create business risks and may exceed real waste management costs.
In response, EUROPEN, along with over 40 organisations from across the packaging value chain, have urged Polish authorities to reconsider the proposal and adopt an EPR system that is fully aligned with EU minimum requirements, supports circular economy goals and secures the recyclability-at-scale objectives of the PPWR.
