Industry coalition calls for an EU-wide digital One-Stop Shop for EPR

Several European organisations, including EUROPEN, participating in a coalition supporting the creation of a digital EU EPR OSS, called on the European Commission to place digitalisation at the centre of upcoming efforts to simplify EPR implementation across the EU.

As discussions on the future Circular Economy Act advance, the coalition stresses that fragmented national EPR systems continue to create significant administrative and compliance burdens for companies placing products and packaging on the EU market.

Building on the European Commission’s commitment in the Single Market Strategy to explore a digital One-Stop Shop (OSS) for EPR information, registration, and reporting, the coalition is calling for the establishment of a digital, EU-wide OSS as part of the upcoming Circular Economy Act.

The proposed OSS would function as a single digital entry point enabling producers, or operators acting on their behalf, to submit EPR-related information once for products marketed across the EU. Following validation and harmonisation, this information could then be accessed by Producer Responsibility Organisations (PROs), national registers, and competent authorities.

Such a system would help reduce administrative burdens, improve data consistency, facilitate cross-border compliance, and strengthen enforcement, while contributing to a more efficient and better-functioning Single Market for packaging and waste management.

The coalition also underlines that digital tools remain underused in current EPR systems despite their strong potential to simplify compliance and monitoring obligations for both companies and authorities.

Participating organisations are committed to providing concrete recommendations to the European Commission on the key features of a functional OSS, including usability, interoperability and accessibility for businesses of different sizes and operating models.

The coalition believes that a user-friendly and voluntary EU-wide digital OSS could become an important step towards more harmonised, efficient, and circular EPR systems across Europe.
