EUROPEN launches PPWR Conformity Assessment Toolkit

As the Packaging and Packaging Waste Regulation (PPWR) starts applying in August 2026, companies across the packaging value chain are preparing to meet new compliance obligations - including mandatory conformity assessment requirements. 

To support this transition, EUROPEN is pleased to launch the PPWR Conformity Assessment Toolkit, a practical resource designed to help companies better understand and navigate the Regulation’s conformity assessment requirements. 

Under the PPWR, companies will need to demonstrate that packaging placed on the EU market complies with a range of sustainability requirements, including obligations related to substances in packaging, recyclability, and packaging labelling. This process requires the preparation of key compliance documents, notably the EU Declaration of Conformity and the accompanying Technical Documentation. 

The new toolkit aims to translate a complex legal text by helping users: 

• identify which PPWR obligations apply to their packaging; 

• understand what information and data need to be collected; 

• structure the required documentation for conformity assessment purposes; and 

• anticipate future obligations through a clear implementation timeline. 

The toolkit also provides: 

• a concise and sortable overview of obligations applicable to different economic operators; 

• clarification of roles and responsibilities across the packaging value chain; 

• a repository of best practices and useful resources;  

This initiative complements EUROPEN’s broader work to unwrap PPWR.
