Coalition publishes recommendations for an EU-wide digital One-Stop Shop for EPR

The coalition supporting the establishment of a digital EU-wide One-Stop Shop (OSS) for Extended Producer Responsibility (EPR), of which EUROPEN is part of, has published its recommendations for the design and implementation of the future system under the upcoming Circular Economy Act (CEA).

Building on the European Commission's commitment to explore a digital OSS for EPR, the recommendations outline how a single digital gateway could simplify compliance for producers while strengthening coordination and enforcement across Member States.

The proposed OSS would allow producers, or operators acting on their behalf, to submit EPR-related information through one digital platform for products placed on the market across the EU. After validation and harmonisation, the information would be made available to Producer Responsibility Organisations (PROs), national registers and competent authorities, reducing duplicate reporting and improving data quality.

The coalition emphasises that a digital OSS should complement - not replace - continued efforts to harmonise EPR requirements across Member States. While digitalisation can significantly reduce administrative burdens, greater alignment of national registration, reporting and fee requirements remains essential to creating a more effective Single Market.

The recommendations also set out key design principles for the future platform, including interoperability with existing national systems, secure data management, user-friendly access for businesses of all sizes, and a governance framework that supports efficient cross-border cooperation.

With the Circular Economy Act expected later this year, the coalition calls on the European Commission to include the establishment of a digital, EU-wide One-Stop Shop for EPR as part of the legislative proposal, helping to simplify compliance, improve enforcement and support a more harmonised circular economy across Europe.
